25th ANACOM Seminar - ''Mobile broadband - a substitute for fixed?''

The 25^th ANACOM seminar saw the presentation ''Mobile broadband - a substitute for fixed?'' ¹ by Wolfgang Feiel, director of the legal division of the Austrian Regulatory Authority for Broadcasting and Telecommunications (Rundfunk und Telekom Regulierungs-GmbH, RTR). The seminar took place in Lisbon’s SANA Malhoa Hotel on 15 April, at 3:30 pm.

When defining the market for wholesale broadband access [market number 5 of the European Commission's (EC) recommendation on relevant product and services markets], the Austrian national regulatory authority (NRA) found out that mobile broadband access would be a substitute for fixed broadband access on the market for private customers. But the EC expressed its serious doubts and opened a "phase II-investigation". After having delivered reliable data to the EC and having had intensive discussions, the Austrian NRA was able to convince the EC that its findings had been right. The seminar will show under which circumstances mobile broadband access could be considered as a substitute for fixed broadband access.
