By determination of 29 April 2005, ANACOM has approved the minimum elements to be included in the reference proposal for the subscriber line resale offer (SLRO) as well as the specifications applicable to the beneficiaries of the offer. The respective draft decision, adopted on 3 February 2005, was submitted to the prior hearing of interested parties and to the established general consultation procedure, the corresponding report being an integral part of the present determination, and including the comments received from: PT Group (Portugal Telecom SGPS, PT Comunicações, PT Prime and TMN – Telecomunicações Móveis Nacionais), Vodafone Portugal – Comunicações Pessoais (Vodafone), SCG Telecom (Jazztel Portugal, WTS e Netvoice), OniTelecom – Infocomunicações (ONI), Telemilénio – Comunicações (TELE2) and Sonaecom SGPS (Sonaecom).
The reference proposal for the SLRO, duly motivated, shall be submitted to ANACOM, within 20 days at the most, by the undertakings of the PT Group declared to possess significant market power (SMP) in the retail markets of access to the public telephone network at a fixed location for residential customers and for non-residential customers (markets 1 and 2), following the determination of ANACOM of 14 December 2004, which provided that the undertakings of the PT Group active in these markets are bound to make the SLRO available and to publish a reference proposal for that offer.
