Consultation on next generation access networks


ANACOM has launched a public consultation on the regulatory approach to next generation access networks (NGA).

It is intended, with this consultation, to launch a discussion and gather contributions from all interested parties, with the aim of identifying possible adaptations in the regulation of wholesale products in the light of the expected evolution in access networks, and to formulate an appropriate regulatory approach that is transparent and consistent.  It is also intended to compile updated information on the potential plans for evolution to NGA, allowing ANACOM to better quantify its impact on the market and enabling informed and timely action.

Under these terms, in view of the fact that current and expected developments in NGAs raise a number of issues related to the regulated offers and the impact which these will have on the market, it will enable ANACOM to ensure a regulatory approach to the NGAs that is coherent and consistent with the objective of regulation as set out in law, particularly the promotion of competition and the incentive to develop innovative, diversified and quality services, thereby ensuring the defence of the interests of users.

This approach will also allow ANACOM to accomplish the objective of reconciling the promotion of investment in these networks – ensuring greater transparency and visibility so that the various market agents can take informed and timely investment decisions – while maintaining the level of competition in the market.

Interested parties are given a period of 30 working days – which terminates on 1 August 2008 – to send their comments to ANACOM, in writing, to the head office of this Authority, or electronically to consulta_nra@anacom.pt. It shall be guaranteed that any comment expressly considered confidential by respondents will be withheld from publication.
