Consultation on the introduction of the GSM-R System


ANACOM has approved a draft decision on the introduction of the GSM-R System and the definition of the respective type of authorization, taking into consideration decisions taken on the subject by the European Commission and the Electronic Communications Committee (ECC) of the European Conference of Postal and Telecommunications Administrations (CEPT).

Under the approved document, the following measures are expected to be adopted:

  • To authorize REFER TELECOM to operate the GSM-R System in the 876–880 MHz and 921 925 MHz frequency bands, on the basis of a general authorization regime, in compliance with the Electronic Communications Law (ECL);

  • To submit the operation of the system to the conditions provided for in article 27 of the ECL, where appropriate, including the technical conditions laid down in Decision ECC/DEC/(02)05;

  • To alter the National Frequency Allocation Plan (NFAP) as regards electronic communications networks and services not publicly available, so as to designate and reserve the 876–880 MHz and 921 925 MHz frequency bands for the GSM-R System.

This draft decision has been submitted to the general consultation procedure. Observations should be submitted by 14 July 2008, in writing, either in paper version to ANACOM or electronically to the e-mail address GSM-R@anacom.pt. Comments expressly marked as confidential by respondents will not be included in the publication of results.
