II ARCTEL-CPLP General Assembly - Conclusions


The second General Assembly of the Association of Communications and Telecommunication Regulators of the Community of Portuguese Speaking Countries (ARCTEL-CPLP) was held in Brasilia on 29 April, during which Ronaldo Sardenberg of the Brazilian Regulator (ANATEL) was elected as President of the Association, David Gomes of Cape Verde’s regulator (ANAC) as vice- President, and ANACOM’s Filipe Batista as secretary, all with a two-year mandate.

At the meeting, ARCTEL-CPLP members approved the Activities Report and the Report and Accounts, both with reference to 2009, with discussion taking place on the 2010 Management Plan.  The actions approved for this year include the key following operational objectives:

  • Development of a strategic plan to update telecommunications regulation in the CPLP;
  • Set up a statistics working group;
  • Draft new protocols;
  • Constitution of ARCTEL as a body of private law;
  • Development of a strategy for ARCTEL at international fora;
  • Contribution of the Presidency to the functioning of the ARCTEL secretariat.

The Brazilian presidency also announced the possibility of organising a seminar on analogue-digital migration in partnership with the International Telecommunication Union (ITU).  Meanwhile, the ITU will be asked to hold an extraordinary seminar on digital terrestrial television (DTT), to take place in 2010, in the context of the work of the ITU Centre of Excellence for Portuguese and Spanish speaking African countries.

At the invitation of ANACOM, the next General Assembly of ARCTEL-CPLP will be held in Portugal in 2011, with a date and venue to be defined.
