Postal services - Council adopts common position


On 8 November 2007, the Council of the European Union (EU) adopted common position no. 19/2007 with a view to adopting a Directive of the European Parliament and of the Council, amending Council Directive 97/67/EC of 15 December 1997, with regard to the full accomplishment of the internal market of Community postal services.

The proposed Directive has the aim of adapting postal sector regulation to the new conditions with respect to the full accomplishment of the internal market of Community postal services by the end of 2010. It allows EU Member States to seek derogation - until 31 December 2012, or later - in respect of the transposition date, in order to satisfy the concrete structural needs of their national postal markets.

The amendments cover the following subjects: guarantee of universal service provision; universal service financing, authorisation regime, role of national regulatory authorities and provision of information by all providers of postal services.
