Study on use of radio spectrum


The Information Society and Media Directorate-General of the European Commission (EC) recently published a study - ''Benchmarking Impacts of EU Policy - Options for Economically Efficient Management of Radio Spectrum'' - undertaken by the consultants SCF Associates on the impacts of European Union (EU) policy with respect to the efficient management of the radio spectrum, serving to support the Commission's decision-making with regard to the proposals presented for the review of the regulatory framework for electronic communications.

Divided into five chapters, the study describes the context in which it was undertaken, the methodology used, the scenarios presented, and the qualitative and quantitative results, as well as its conclusions and recommendations on the way forward for policy on the future use of the radio spectrum.

Key among the study's recommendations to national regulatory authorities is that the use of the spectrum only implies the allocation of licenses, provided that no other form of allocation is feasible. In the event that a move is made towards a market trading approach, a degree of regulatory intervention may be necessary.
