Lecturer at more than 200 events in Portugal and abroad. Expert invited by the OECD, the European Union and World Bank on numerous technical missions abroad. Founder and executive coordinator of INFOCID - Sistema Interdepartamental de Informação ao Cidadão (Interdepartmental Citizen Information System). Member of the Board of ICA - International Council for Information Technology in Government Administration. More than 40 papers published and co-author of books in areas of e-Government, administrative modernization and information management. 38 years of experience in administrative modernization and information technologies.
