EC proposes measures to guarantee future of Galileo


On 20 September 2007, the European Commission presented a Modified Proposal for a Regulation on the financing of the European Satellite Radionavigation Programmes (Galileo and EGNOS  - European Geostationary Navigation Overlay Service), in which it is suggested that the deployment phase of Galileo might be exclusively supported by the European budget. The EC  adopted a further Communication, re-profiling the programmes, taking into account their continuation and entry into operations.

The proposals of the Commission, which also include a detailed working document, respond to the questions put to it in June 2007 by the Council and by the European Parliament on the importance of finding a solution to the impasse that the programmes are currently caught in as a result of lack of progress in negotiations with the private sector. Accordingly, the EC proposes that the financing from the European budget of Galileo and EGNOS for the period 2007-2013 be set at 3.4 billion euros. It also sets out the key components of the programmes, in particular the risks associated with its execution and management, the benefits and expected return, the distribution of the financing among the various items of the systems and public sector governance.

Commission Vice-President and Transport Commissioner, Jacques Barrot, said that he has ''put on the table all elements that will allow the European Parliament and ministers to take necessary decisions on the programme and its financing before the end of the year ''.
