ANACOM to hold first conference on 28.09.2007


ANACOM – Autoridade Nacional de Comunicações is to hold its first conference on 28 September, addressing the subject “Regulating Convergence - Converging Regulation”. Participation in the event, which is taking place in the large auditorium of Culturgest in Lisbon is free of charge and open to all, although prior registration is required.

The debate in ANACOM’s first conference will focus on the challenges faced by regulation in various areas, such as next generation network access and implementation, competition from emerging markets, the development of new business models, the possible application of new regulation institutional models, as well as radio spectrum policies. Finally, the implications of these new realities for citizens in general must not be forgotten, especially within the scope of providing the universal service of electronic communications.

Over recent years, rapid technological development has enabled convergence in electronic communications networks and services and has transformed the telecommunications sector.  As a result, regulation policy has had to adjust to this dynamic and respond to a reality of constant change in order to encourage investment and innovation and to promote competition to the benefit of users and citizens.  Meanwhile at a European Union level regulation must also work towards the accomplishment of the objectives set out in the Lisbon Agenda.

This ANACOM conference will bring together key national and international figures, with the attendance confirmed of representatives from the national sectoral regulatory authorities of different countries, corporate managers and academics, as well as members of relevant international organisations.

According to the provisional programme of the conference, José Manuel Amado da Silva, chairman of ANACOM, and Mário Lino Correia, Minister of Public Works, Transports and Communications, will be present at the opening session.

The first panel of the day “Convergence and Regulation: Global Challenge, Local Answers” will be moderated by ANACOM’s vice chairman, Alberto Souto de Miranda, with Fábio Colasanti, European Commission Director-General for Information Society and Media, Kamal S. Shehadi, Chairman and CEO of Lebanon’s Telecommunications Regulatory Authority, and Ronaldo Mota Sardenberg, chairman of ANATEL speaking. Other members of the panel are A. K. Sawhney, Member of Telecom Regulatory Authority and Roberto Viola, Chairman of the Independent Regulators Group (IRG), of the European Regulators Group (ERG) and Secretary General of Italy’s Autoritá per la Garanzie nelle Comunicazioni (AGCOM).

During the afternoon, a round table will be held on the subject “Convergence and Regulation: Challenges and Opportunities for Electronic Communications”.  This will be moderated by CISCO consultant, Diogo Vasconcelos.  The list of speakers is made up of Dániel Pataki, Chairman of Hungary’s National Communications Authority (NCAH), Reinaldo Rodriguez Illera, Chairman of Spain’s Comisión del Mercado de las Telecomunicaciones (CMT), Dimitri Ypsilanti, OECD Head of the Telecommunication Section, José Alberto de Azeredo Lopes Chairman of Portugal’s ERC, and Pedro Pita Barros, Professor of Economics.

The conference’s closing session will be led by José Manuel Amado da Silva, chairman of ANACOM.
