Fees associated with DTT


The Ministry of Public Works, Transport and Communications (MOPTC) has published Order no. 5266-B/2008 and Administrative Rule no. 207-B/2008, setting the fees payable in respect of Digital Terrestrial Television (DTT).

The introduction in Portugal will be done through three national single frequency networks, allowing coverage of the entire national territory and three part-national single frequency networks each one covering 70% of the population. The public tenders for the allocation of the corresponding rights to use frequencies were opened on 26 February.  In this way six rights to use frequencies will be allocated for the provision of DTT.

In this context, Order no. 5266-B/2008, determines the level of the fees due in respect of the act of allocating each one of the rights to use frequencies for the provision of DTT, setting such fees at €75,000, taking into account the administrative, technical and operational costs associated with the allocation of these rights, as well as costs incurred through the work, incumbent upon ANACOM, of verifying and inspecting the activity of the respective holders.

Meanwhile Administrative Rule no. 207-B/2008 sets the amount of the annual fee due in respect of the use of frequencies at €45,000, payable by the holder of these rights. Under the terms of this Administrative Rule, this amount is due for the use of 1 MHz of spectrum, at a national level, in the provision of DTT, multiplies by a coefficient of 0.7 in the case of networks with partial coverage.
