Amendments to the RIO interconnection agreement standard form


On 12 July 2007, ANACOM approved a draft decision on the amendments to the interconnection agreement standard form that integrates the Reference Interconnection Offer (RIO) presented by PT Comunicações  (PTC).

This decision aims to ensure that this standard form complies with the applicable regulatory framework, aiming for the adoption of transparent, effective and non-discriminatory procedures, a specific consultation having been promoted on the matter.

The amendments subject to a decision relate to several clauses and annexes, and are meant, namely, to clarify some provisions, to bring the text in line with the RIO, to guarantee equity and effectiveness of clauses, ensuring the respective application to PTC and to other operators and interconnected service providers, to protect the compliance of the standard form with ANACOM's specific determinations on related matters, specially billing and collection of non-geographic numbers, pricing for call termination in operators’ and service providers’ networks, application of non-discrimination clauses and time limits associated to the implementation of capacity interconnection.

This decision was made known to interested parties, who may assess the subject within twenty working days, pursuant to articles 100 and 101 of the Code of Administrative Procedure.
