Commission adopts communication on mobile television


The European Commission has adopted the communication ''Strengthening the Internal Market for Mobile TV''. This communication of 18 July 2007 is seen by the Commission as being crucial to create jobs and business opportunities for content creators, service providers and hardware manufacturers, and to bring new value-added services to citizens.

The Commission notes that the introduction and take up of mobile television in the European Union (EU) has been slow, compared to Europe's competitors, and it calls upon Member States and the industry to facilitate and accelerate the deployment of mobile TV across Europe and to encourage the use of DVB-H as the single European standard for mobile TV.

Three key factors have been identified for the success of mobile television: promote consensus around a common standard, to reduce market fragmentation caused by multiple technical options for mobile TV transmission; define an EU strategy for the ''digital dividend''; and put in place a favourable regulatory environment.

The year 2008 is cited as being crucial for mobile TV take-up in the EU due to important sports events, such as the European Football Championship and the Summer Olympic Games taking place that year, providing a unique opportunity for raising consumers' awareness and for the adoption of new services.
