EC public consultation on conditional access services


The European  Commission has launched a public consultation in order to obtain information on services which use systems of conditional access, such as pay-TV and video on demand. The data, collected through the consultation, which closes on 4 April, and through the assessment of the study on the impact of Directive 98/84/EC on conditional access services, published in December 2007, will be used to draw up a second report, due at the end of 2008, on the Directive's implementation.

In this consultation the EC is seeking contributions in six main areas: the development of a ''grey market'' in cross-border services; how effectively the directive is being implemented nationally; new services covered by the directive; whether the directive has increased copyright protection; digital rights management (DRM) systems; and the use of conditional access for purposes other than revenue-protection.
