Simplex 2008 - measure for the communications sector


The 2008 Simplex Programme has been released, together with the report on the corresponding public consultation, launched by Agência para a Modernização Administrativa (AMA - Administrative Modernisation Agency) and held between 21 December 2007 and 15 January 2008.

The 2008 Simplex Programme sets out 187 simplification measures, with 47 percent of these applying to citizens, 42 percent applying to companies and 11 percent dedicated to improving efficiency in public services. As far as the communications sector is concerned, where ANACOM has responsibility, the measures set out by Simplex 2008 are as follows:

Measure 015: Requests for temporary radio licensing

  • Provision of means that allow radio licensing applications to be submitted electronically over the Internet;
  • Promotion of the improvement of provided services, especially through a 15 per cent reduction in the time taken to process requests.

Measure 041: Radio spectrum management

  • Provision and maintenance of up-to-date information on ANACOM's website clarifying questions connected to the areas of radio spectrum management, with the objective of promoting efficiency and improving the information required by companies and citizens using radiocommunications.

Measure 043: Certification of telecommunications infrastructure inside buildings (ITED)

  • Simplification, reduction of administrative charges and streamlining of registration and renovation procedures for ITED certifying entities;
  • Provision of application for sending documentation and administrative processes electronically (SGITED);
  • Enabling access to all ITED certificates on ANACOM's website.

Measure 111: Licensing in respect of the amateur radio services

  • Make the licensing process in respect of the amateur radio services easier, faster and more secure, through the simplification of licensing and the decentralisation of tests.

Further actions have been set out for the streamlining of postal services (measure 151), which include promoting the rationalisation of complimentary postal service fees through the integration of services and discontinuation of fees, as well as the simplification of the provision of the public postal service and modernising and speeding up customer service, rationalising the fees for provided services through consolidation, combination or discontinuation.
