ANACOM - Autoridade Nacional de Comunicações is holding three workshops during January on the review of the regulatory framework for electronic communications, each focusing on a key issue being discussed in respect of the legislative proposals that have been adopted by the Commission: “The Authority (EECMA) and the new powers of the European Commission” being held on 15 January; “The new regulation of the radio spectrum” on 25 January; and “Functional separation” on 31 January.
The first workshop will be attended by José Braz of the ERSE; António de Tommaso of the ERG; and Peter Rodford of the European Commission; with Luís Garcia Pereira, ANACOM’s Director of Market Regulation, moderating.

The second workshop, scheduled for 25 January, will be attended by Ruprecht Niepold of the European Commission; Luís Pais Antunes of the PLMJ; and John Burns of AEGIS; with José Ferrari Careto, a member of ANACOM’s Board of Directors, moderating.
The third workshop, scheduled for 31 January, will be attended by Pedro Geraldes of the Portuguese Competition Authority; Luís Galvão Neto of Simmons & Simmons, Rebelo de Sousa; Filipa Carvalho of Sonaecom; and António Robalo de Almeida of PT. ANACOM’s José Amado da Silva will moderate.
The workshops will be held in Lisbon’s SANA Malhoa Hotel and each will start at 3pm. Participation in the workshops is free and open to all. However prior registration is required and entry to anyone who has not registered will depend on the capacity of the room.

Background
The field of electronic communication services makes up one of the pillars of the Lisbon strategy, and it is for this reason that the European Commission, in the i2010 Initiative of 2005, identified the review of the regulatory framework for electronic communications as a fundamental instrument of that strategy.
In order to accomplish this objective, the European Commission launched a two-phase public consultation (the first phase - “call for input” - between 25.11.2005 and 31.01.2006, and the second phase between 29.07.2006 and 27.10.2006) with the conclusion that a review of the regulatory framework was needed.
As a consequence and after successive postponements, the European Commission finally published its legislative proposals for a review of the regulatory framework for electronic communications on 13 November 2007. These proposals include two Directives which amend, respectively, the Access, Framework and Authorisations Directives; and the Universal Service and Privacy Directives, together with a Regulation which proposes the creation of a European Authority for the electronic communications market. At the same time the Commission published documents in support of the legislative proposals, specifically the impact assessment and respective summary; a communication on the results of the review of the European regulatory framework for electronic communication services and networks, which includes the summary of proposals and an explanatory memorandum which accompanies the recommendation of the Commission on relevant markets for products and services of the electronic communications sector.
