Commission adopts Communication on Galileo


The European Commission has adopted a new Communication on the European satellite radio navigation system – Galileo. This Communication of 16 May, underlines the importance of the adoption by the Council and the European Parliament, of a roadmap for the implementation of this system and of EGNOS (European Geostationary Navigation Overlay Service) to meet the deadline of 2012 by when Galileo should be fully operable.

In this Communication, the Commission invites the Council and the European Parliament to analyse the options for additional financing, considering that, in this phase of putting Galileo’s initial infrastructure in place, it is more beneficial to opt for public sector financing and governance, while the private sector should be used for the system’s operation. Finally the Commission calls upon the Council to debate and approve steps to overcome the financing issue, based on a proposal the Commission is to put forward in September 2007.

This Communication on the state of play of the Galileo programme follows a request made to the Commission by the Council of Ministers for transport at their meeting of 22 March 2007, and is to be formally assessed at the meeting of the Council scheduled for 22 June 2007.

In the meantime, a cooperation agreement between the European Space Agency (ESA) and the Galileo Supervisory Authority (GSA) was signed on 16 May 2007, in order to ensure that cooperation between these bodies continues with respect to the application of European satellite navigation systems (EGNOS and Galileo).
