New electronic communication service from TMN


ANACOM has granted approval to the provision of a new electronic communications service by TMN - Telecomunicações Móveis Nacionais, including associated issues of frequency use and numbering, as well as the information that is to be made available to consumers.
 
This determination, approved on 19 April 2007, authorises the use of the GSM and UMTS frequencies of the TMN terrestrial mobile network in the access network for the provision of a telephone service at a fixed location, subject to compliance with certain conditions. At the same time acknowledgment is granted to the right of TMN to use the “2” numbering range of the national numbering plan (NNP) for the provision of this service, subject to compliance with certain specific conditions.
 
It was further determined that TMN shall maintain a record of all terminals and each associated BTS (base transceiver stations), and that it shall present to ANACOM, within a period of 15 working days, a description of the technical procedure employed to select the BTS, as well as a description of the typical kinds of situations which require, on an exceptional basis, a connection to more than one BTS.
 
With respect to the information that shall be provided to end users on the features of the service, it was determined that such information shall, in particular, set out in a clear and transparent form the respective area of coverage, including any limitations of indoor accessibility and impact in terms of caller location in the event of “112” emergency calls.
 
At the same time approval was given to the report on the public consultation and on the prior hearing, launched following the determination of 25 January, by which the corresponding draft decision was adopted. This report sets out the position of this Authority and the analysis made of the responses received from TMN, Onitelecom and Vodafone Portugal.
