Fixed Telephone Services - statistical indicators


By determination of 9 November 2006, ANACOM approved the decision on the range of statistical data that providers of the fixed telephone service (FTS) need to submit, for the purposes of the definition of relevant markets and assessment of significant market power (SMP) in the low bandwidth switched fixed services markets.
 
Taking into account developments which have since occurred and the experience gained as regards the definition and assessment of relevant markets, the questionnaire on this issue was changed, so as to include some indicators deemed relevant. The questionnaire now approved is grouped into two parts: retail services – fixed network and interconnection services – fixed network. With regard to retail markets of low bandwidth switched fixed services, prefixes of non-geographical numbers included in information requests on minutes and traffic revenues per type of call were updated. For the purpose of retail markets assessment, data on operator retail offers are also requested, in order to monitor the types of “package” offers provided, the number of subscribers and the corresponding support technology. This information is intended mainly to define product markets.
 
These indicators must be submitted to ANACOM by providers of services under consideration no later than 30 May of the year following the year to which they relate. Data for the years 2005 and 2006 must be submitted by 30 May 2007. All information collected in this scope may be published by ANACOM on an aggregate basis.
 
This determination comprises the prior hearing report on the corresponding draft decision, approved by determination of 27 July 2006, having been received contributions from the following operators: PT Group (PT.COM, PT Prime, PTM SGPS and PT Wi Fi), OniTelecom, Novis Telecom and Vodafone Portugal.
