RSPG adopts opinion on spectrum policy


At a meeting held on 14 February 2007, the Radio Spectrum Policy Group (RSPG) adopted two decisions, the first on EU Spectrum Policy Implications of the Digital Dividend and the second on the 2007 World Radiocommunication Conference (WRC-07).

The opinion adopted on EU Spectrum Policy covers the planning of the Digital Dividend – the spectrum made available over and above that required to accommodate existing analogue television services in a digital form in the VHF and UHF bands - following the switch off of analogue television.  All potential uses of the digital dividend were looked into, including broadcasting and electronic communications.

This document should be considered as a generic initiative to approach the issue of the digital dividend on a Community level, and not as an attempt to impose any particular solution on individual Member States.

The digital dividend should become available in Europe after the switch off of analogue television, with the date for the definitive termination of analogue transmissions having been set as 2012 by the EU and the year 2015 by the International Telecommunications Union (ITU).

The second Opinion, on the WRC-07, sets out the policy priorities and objectives to be pursued at the next conference, in order to ensure that the process of European preparation would be accompanied by political reflection to take into account Community interests.  This document, which should be taken into account by Member States as they prepare the common European proposals (CEPs), identifies those issues on the WRC-07 agenda that are of greatest relevance to the EU:

  • IMT-2000 and systems beyond (A.I. 1.4, 1.9)
     
  • Future spectrum needs for aviation (A.I. 1.5, 1.6)
     
  • Reorganisation of HF bands (A.I. 1.13)
     
  • Support for scientific uses of spectrum (A.I. 1.2, 1.3, 1.20, 1.21)
     
  • Improving the global regulatory framework for satellite communications (A.I. 1.10, 1.12)
     
  • Introduction of more flexibility in the international spectrum regulatory framework (A.I. 7.1, specifically Resolution 951); and
     
  • Preparation of WRC-10 agenda (A.I. 7.2)
