Evaluation of the quality of mobile networks and services in Portugal


The last report of the survey on the quality of service of mobile networks and services in Portugal is already available. This survey included the assessment of the quality of voice (GSM), video-telephony (UMTS) and network coverage (GSM and WCDMA) mobile services provided by operators OPTIMUS, TMN and VODAFONE in the main urban agglomerations and major roads of mainland Portugal.

This new study by ANACOM, conducted in November and December 2006, presents considerable changes regarding the studies conducted in the last six years, with highlight to the reformulation of the methodology used and broadening the analysis to services supported on UMTS networks.

Although maintaining the basic analysis principles used in the last studies - end-to-end measurements, impartiality and objectivity - the analysed quality indicators were redefined, to now include six main indicators: networks coverage (GSM and WCDMA); service accessibility (voice and video-telephony); time to establish a call (voice and video-telephony); call audio quality (voice and video-telephony); and call video quality (video-telephony).

In terms of results, the values registered by the analysed quality of service indicators reveal considerable differences between GSM and UMTS networks. While GSM networks present good coverage levels and a good performance of the voice service, UMTS networks still do not present a good WCDMA coverage, both in urban agglomerations and major roads, with bad coverage and even, in some cases, complete lack of service, mainly in major roads. On the other hand, the video-telephony service has a reasonably good performance in urban agglomerations, but quite lower on major roads.
