Proposed ''Audiovisual without Frontiers'' Directive


The Commission has released a consolidated text of the modernised "Television without Frontiers" Directive – Directive 89/552/EEC of the Council of 3 October 1989. This text, published on 09 March 2007, paves the way for the new Directive "Audiovisual without Frontiers", which is now the object of a second reading in the European Parliament and in the Council.

The new Directive intends to help Europe's audiovisual industry become more competitive by allowing all audiovisual media services to profit from the internal market, regardless of the transmission technology used, in particular emerging services such as (video on demand, mobile TV, audiovisual services on digital TV).

A range of proposals have been put forward, based on the objectives of Europe's audiovisual policy, including the promotion of European works and independent audiovisual productions, the protection of children and the prohibition of content that would incite religious or racial hatred.

After a first reading in the European Parliament and the Council, there is now broad agreement between Europe’s institutions about the sector’s future legal framework. Information Society and Media Commissioner Viviane Reding said that she was confident of achieving political agreement on the new "Audiovisual Without Frontiers" Directive by the end of May.
