Suspension of ''PT Free Noites'' Tariff Plan


ANACOM has ruled, by the determination approved today, that the tariff plan “PT Free Noites”, which according to the media was launched by PT Comunicações (PTC) on 4 October, be suspended with immediate effect.  ANACOM has always made it clear, that the offer of free fixed-line telephone service traffic by PTC raises serious competition concerns.

Such an offer also raises concerns over the perception that consumers will have about the coherence between this tariff, which purports to guarantee free traffic without any associated increase in the monthly line rental charge, and another tariff within the scope of the Universal Service, which associates an increase in the line rental charge with free traffic during the “night” period.  (This second tariff, which was proposed by PTC to ANACOM on 26 August 2006, was the subject of a determination on a draft decision, as approved on 28 September 2006, and which is currently the object of consultation procedures including prior hearings of interested parties)

Today’s determination was not submitted to a prior hearing of interested parties due to the importance of the plan’s immediate suspension.  This is in order to avoid any possible anti-competitive effects and due to the fact that the plan is already on offer to PTC subscribers.
