2007 National Frequency Allocation Plan in consultation


ANACOM has launched a public consultation on the 2007 National Frequency Allocation Plan (NFAP), following the Determination of 08 March 2007.

NFAP 2007 updates the version that is currently in force (NFAP 2005-2006), especially with respect to the information on use with reference to 30 November 2006 and the information on the frequency bands that have been set aside for allocation in 2007. The section on the use of those parts of the spectrum that are exempt the radio licensing has also been updated.

In addition, the update sees the removal of restrictions on licensing exemption for VSAT terminals that meet the requirements set out in CEPT Decision ERC/DEC/(00)05 and changes to the procedure for allocating usage rights for frequencies in the 1980-2010 MHz/ 2170-2200 MHz bands to the satellite mobile service (MSS) as a consequence of being dependant on the conclusion of discussions currently taking place at a communitary level.

Since the NFAP needs to be progressively adapted to the principles of technological neutrality in the use of the spectrum and considering the spectrum reserved for the terrestrial mobile service (450 MHz, 900 MHz and 1800 MHz), the market is being sounded out in order to gauge the level of interest in using these frequency bands. This is also being done with attention to the pursuit of the objective of using the spectrum more efficiently and ensuring that the conditions are in place to allow effective competition in the relevant markets.

In the area of Digital Terrestrial Television (DVB-T), the frequency bands (channels) have been indicated, although the allocation and usage model is still being defined.

Due to the significant impact that this document will have on the market, it is subject to the general public consultation procedure, ending on 10 April 2007 (a period of 20 working days). Any comments should be submitted to ANACOM in writing, preferably by email to qnaf@anacom.pt.

Once the consultation is concluded, the responses received will be published on this site – accordingly respondents should clearly mark anything considered confidential.
