Approval of Selection and Pre-selection Regulation


By determination of 14 December 2005, approval was granted to the Selection and Pre-selection Regulation, which establishes the principles and rules applicable to selection and pre-selection in public telephone networks. All companies part of a selection and pre-selection procedure, as providers of a direct or indirect access, are bound to comply with this regulation.

This Regulation, which shall be published in the II Series of the Diario da Republica, under article 11 of the Statutes of ANACOM, is based on the rules comprised in the Pre-Selection Specification, extended to the applicable selection, which are now altered or adapted, in the light of the experience gained through the introduction of the indirect access since its start, in particular the difficulties pointed out by parties involved, as well as the replies received to the public consultation launched by ICP-ANACOM.

Among other aspects, the regulation extends the scope of the eligible traffic for indirect access, having also simplified pre-selection activation and deactivation procedures, in the pursue of market interests, and consumer interests in particular, aiming to harmonize procedures as much as possible for the final benefit of subscribers.

The final report on the general consultation procedure to which the draft regulation was subject, following the determination of 21 July 2005, is an integral part of this determination. This report contains the analysis of the comments received within the time limit set for this purpose, from the following entities: FENACOOP, UGC, APRITEL, OniTelecom, PT Comunicações, SGC Telecom (Jazztel Portugal, Netvoice and WTS), Sonaecom (ClixGest and Novis Telecom), TELE2, TMN and Vodafone Portugal.
