Conditions for the provision of bundled offerings by companies of the PT Group


By determination of 14 December 2005, approval was granted to the conditions concerning the provision of bundled network line and traffic offerings at a single price by companies of the PT Group (PT).

It is determined in this decision, in particular, that companies of the PT Group are not entitled to make available retail offers which bundle access and telephone traffic (namely including offers which grant a discount on the monthly subscription price in case a certain amount of communications is consumed), unless a set of cumulative requirements are met. These requirements include the complete and effective deployment of the SLRO (reference proposal of the subscriber line resale offer) by companies of the PT Group, which is deemed to be accomplished if the number of activated SLRO accesses is at the least 150,000 in equivalent analogue loops, excluding activations performed by PT Group companies.

This determination integrates the report of the prior hearing granted to interested parties and of the consultation on the corresponding draft decision, approved by determination of 21 July 2005, which comprises a summary of replies received, as well as the assessment made by ANACOM as regards the issues raised therein, from the following entities: SGC Telecom (on behalf of Jazztel Portugal, Netvoice and WTS), PT Comunicações, Vodafone Portugal, Sonaecom (on behalf of Novis Telecom and ClixGest), OniTelecom and Tele2.
