Government approves Technological Plan at the Council of Ministers


On 24 November the Council of Ministers approved the Technological Plan, a document which purpose is to put a set of measures into practice in order to foster scientific and technological development, innovation and the qualification of citizens. It corresponds to one of the strategic goals of the XVII Constitutional Government.

The Technological Plan is organized into three major guidelines: Axle 1 - To increase the levels of qualified knowledge amidst the Portuguese population; Axle 2 - To beat the scientific and technological delay; and Axle 3 - To give a new thrust to innovation.

On the first axle, devoted to knowledge, the Government aim is to qualify the Portuguese people for the knowledge society by fostering structural measures aimed at elevating the average education levels of the population and by creating an inclusive and diversified lifelong learning system and by mobilizing the Portuguese to the information society.

The second axle is devoted to technology and aims at fighting the country's scientific and technological delay by reinforcing the national, public and private, scientific and technologic competencies, here-included the recognition of the companies' role in creating qualified employment and in research and development (I&D) activities.

Lastly, the third Axle is dedicated to innovation, which will receive a new thrust, facilitating the adaptation of the productive tissue to the challenges of globalization by publicizing, adjusting and using new processes, new forms of organization, new services and new products.

The Technologic Plan also follows the Lisbon Strategy and the National Action Plan for Growth and Employment (Programa Nacional de Acção para o Crescimento e o Emprego - PNACE 2005/2008), which are based on three pillars: macroeconomic stability; employment and training; and competitiveness, contemplating knowledge, innovation and technology.
