Consultation on the review of the regulatory framework for electronic communications - 2006 Revision


Until 31 January 2006 interest parties are invited to send their contributions to the consultation, launched by the European Commission, on the review of the five Directives of the Council and of the European Parliament which make up the regulatory framework for electronic communications and services in force, as well as of the Recommendation on relevant markets.

The Directives and the Recommendation to which the consultation procedure refers to are the following:

  • Directive 2002/21/EC, of 7 March 2002, on a common regulatory framework for electronic communications networks and services (framework directive);
  • Directive 2002/20/EC, of 7 March 2002, on the authorization of electronic communications networks and services (authorization directive);
  • Directive 2002/19/EC, of 7 March 2002, on the access to, and interconnection of, electronic communications networks and associated facilities (access directive);
  • Directive 2002/22/EC, of 7 March 2002, on universal service and users’ rights relating to electronic communications networks and services (universal service directive);
  • Directive 2002/58/EC, of 12 July 2002, concerning the processing of personal data and the protection of privacy in the electronic communications sector; and
  • Recommendation of the Commision 2003/311/EC, of 11 February 2002, on relevant product and service markets in the communications sector which require ex-ante regulation, in accordance with Directive 2002/21/EC.

This consultation procedure also includes article 8 of the Directive 2002/77/EC, of 16 September 2002, regarding competition in the markets of electronic communications networks and services.

This consultation is part of the periodic review of the regulatory framework for electronic communications and services which first review should occur until July 2006 – 2006 Revision.

In the meanwhile, an open workshop on this consultation will be held on 24 January 2006, in Brussels. It is open to all interested parties but requires previous registration.

Contributions may be sent, in electronic format, to infso-b1@cec.eu.int with the message subject ''2006 Review''. All contributions will be published, except when the need to safeguard the confidentiality of the information is mentioned.
