Harmonization of spectrum access policies - Opinion from RSPG


On 23 November, the European Union’s Radio Spectrum Policy Group (RSPG) adopted an Opinion on the harmonization of spectrum access policies as a way to increase innovation, the development of the European market and its competitiveness - Wireless Access Policy for Electronic Communications Services (WAPECS).

Central issue to this Opinion is the need to develop harmonized approaches among Member States regarding the access to the radio spectrum, due to the ever growing variety of access platforms to electronic communications by radio means. This has the potential to increase innovation, the development of the European market and its competitiveness, through the promotion of an easier spectrum access by new technologies, thus giving way to a more diversified offer of services and radio applications.

In order to achieve these purposes, this Opinion calls on the action of Member States in allowing a more flexible use of the spectrum by mobile and broadcasting services, among other electronic communications services, but not compromising the need to harmonize these conditions in a context of coherence and of the use of more efficient spectrum management technologies.

WAPECS intends to assure that the spectrum is available to a wide variety of services and applications, considering the increase in the demand of spectrum resources, convergence and the need to facilitate that new services and applications have a fast access to the spectrum.

RSPG was created in 2002 and gathers representatives from Member States with the purpose of giving support to the European Union in matters related with the radio spectrum.
