Inclusion of publicity and information of utilitarian nature in telephone directories


Approval has been granted to the decision on the inclusion of publicity and information of utilitarian nature in telephone directories to be provided in the scope of the electronic communications universal service.
 
According to this decision, which was the subject of the determination dated 8 November 2005, ANACOM does not oppose to the inclusion of publicity in printed or electronic directories, on the part of PT Comunicações (PTC), the entity responsible for directories supplied in the scope of the universal service, provided that specific conditions are complied with, including the guarantee that all remaining providers of electronic communications services benefit, under the same conditions, from identical spaces to disclose and advertise the conditions of services provided.
 
Information of an utilitarian nature is likewise defined, which should be clearly identified in the first pages of the directory, in separate and autonomously as regards the space reserved for publicity. Among such information is comprised the identification and telephone numbers of customer support services and information on providers of publicly available electronic communications services that so request. For this purpose, such providers should report to PTC, up to 25 November 2005, the data they intend to include in the first pages of directories to be provided from 2006 onwards. This specific inclusion should be carried out in a non-discriminatory manner and at no cost to the advertising entities. Draft pages comprising this information should be reported to ANACOM at the least 20 working days ahead of the date of edition closing they concern, which shall mean the date as from which no additional changes may be made to the contents of the directory.
 
This determination integrates the report with the assessment of views expressed by the following interested parties as regards the respective draft decision, approved on 4 May 2005: ACOP - Associação de Consumidores de Portugal (Association of Portuguese Consumers), Instituto do Consumidor (Institute of the Consumer), Onitelecom, PT Comunicações, SGC Telecom, SONAECOM, UGC – União Geral de Consumidores (General Consumer Union) and Vodafone Portugal.
