Public consultation on cost models - determination of 28.07.2005


Following the determination of 28 July 2005, ANACOM has approved the launch of a public consultation on cost models, with the aim of determining common principles for possible application in markets where a cost accounting obligation is established.

The evaluation of pricing in markets where the obligation to orientate prices towards costs was imposed must be carefully considered. Since different costing methods may be used, it has become necessary for notified operators to implement a cost model which guarantees that price orientation towards costs will be carried out. This enables ANACOM to better understand the cost structure of services provided by notified operators with this obligation and to take more justified, effective and quicker action.

The aim of this consultation is therefore to submit, debate and gather contributions that will allow for the subsequent definition of costing rules, principles and methods to be adopted by notified operators with the obligation to implement a cost model, as well as the development process to be followed.

On the other hand, and given the guidelines for reporting and publishing costing information that the European Commission intends to publish under the scope of the Recommendation on cost accounting and accounting separation, the intention is also to discuss the format, form and periodicity of reporting and publishing, with particular emphasis on issues relating to the confidentiality of information.

The period set for interested parties to state their opinions is 60 days and comments must accordingly be sent, preferably by e-mail, to custeio@anacom.pt until 26 September 2005.
