Universal service quality of service parameters and performance objectives approved


ANACOM approved by determination of 30 March 2006 the decision establishing the quality of service parameters and the performance objectives applying to universal service, mandatory for its provider, notwithstanding the Public Telecommunications Service Concession Bases (Decree-Law no. 31/2003 of 17 February).

Before the signing of any contract, the universal service provider - PT Comunicações - should provide the consumers with clear, comparable and updated information about the quality of service it offers. For that purpose, it should publicize annually and until the last working day of January, the performance levels registered on the previous year, and the performance levels that it intends to offer along the year. It should also update the information made available to the final users whenever, in the course of a year, it alters the performance levels that it intended to offer along that year. This information should be publicized and provided to final users, in written support and in all of the service’s points of sale. It should also be published at the websites of the universal service providers. Quarterly, a report should also be sent ANACOM, with monthly measurements of each of the different parameters.

Part of this determination is the final report of the consultation procedures, to which the corresponding draft decision was subject, following a determination of 14 December 2005, supporting ANACOM’s options and analysing the answers received from the following entities: PT Comunicações, SONAECOM, ONITELECOM, União Geral dos Consumidores (UGC - General Consumers Union), Instituto do Consumidor (Institute of the Consumer), Associação Portuguesa para a Defesa do Consumidor (DECO - Portuguese Association for Consumer Protection) and the Associação de Consumidores de Portugal (ACOP - Association of Consumers from Portugal).
