Renewal of the rights of use of the GSM 900/1800 frequencies


By determination of 23 February, ANACOM accepted VODAFONE’s petition for the renewal of its rights of frequency use for the provision of land mobile services using the GSM 900/1800 system. In this scope, ANACOM renewed VODAFONE’s rights of frequency use for 15 years, ending on 19 October 2021.

The conditions attached to these rights of use were subject to VODAFONE’s previous hearing, under the terms and for the purposes mentioned in articles 100 and 101 of the Administrative Procedure Code (Código do Procedimento Administrativo). The company was given 20 working days to comment.

The final report on the general consultation procedure regarding the renewal of VODAFONE’s and TMN’s rights of use for the provision of land mobile services using the GSM 900/1800 system was also approved. This consultation was launched following a determination of 15 July 2005 analysing the received comments and which supports ANACOM’s options. ANACOM received comments within the established deadline from the following interested parties: CTT - Correios de Portugal, F. C. Porto Multimédia, Grupo SGC Telecom (on behalf of companies Jazztel, Netvoice and WTS), Media Capital - Telecomunicações, Onitelecom, Radiomóvel, Sonaecom, SGPS (on behalf of Clixgest, Novis Telecom, and Optimus), Sport Lisboa e Benfica, Multimédia, Sporting Multimédia, Tele2, TMN, and Vodafone.

Given the analysis made to these reports, the renewal of VODAFONE’s and TMN’s rights of frequency use will be completed with a set of elements, namely, the need to pursue, at least, with the provision of voice and data transmission (SMS) services, services over GPRS (such as WAP access and the MMS service), as well as the call routing and voice mail, besides other mobile services based on GSM 900/1800 networks.
