European Commission Communication on Digital TV


The European Commission has released a communication on reviewing the interoperability of digital interactive television services - COM (2006)37.  Published on 2nd February, the communication follows on from Communication COM (2004)541 on the same subject which was adopted on 30 July 2004.

As its main conclusion The Commission considered that, given the way the market has been developing, there isn’t a clear case for mandating standards throughout the EU.  It considers that this would not significantly contribute to the growth of digital interactive television in the EU and could even have a negative impact on the market

The Commission highlighted the following action priorities: to work with member-states to ensure a successful switchover to digital television; Promote voluntary standards through European standards bodies; Pursue co-operation between member-states and other stakeholders, in particular by setting up forums to share experience and best practice; Promote international cooperation in the area of voluntary standards; and monitor the use of proprietary technologies.
