Recommendation on the Provision of Leased Lines


In order to boost competition in the supply of leased lines, the European Commission today adopted a Recommendation containing a set of measures for national regulatory authorities (NRAs), pertinent whenever they uphold or impose the non-discrimination obligation on operators with significant market power (SMP) in wholesale leased lines provision.

The Recommendation dated 21 January 2005 concerns the provision of leased lines in the European Union (Part I - Major Supply Conditions for Wholesale Leased Lines).

According to Commissioner Viviane Reding, more competition will lead to better quality services and more choice for consumers, besides enabling small and medium sized companies to access EU-wide markets.

Another recommendation, on leased lines prices, should be adopted in the spring of 2005 and will complement the one approved today.
