The ceremonial transfer of executive powers to Edouard Dayan as Director General of the UPU International Bureau, as well as to Guozhong Huang, as Deputy Director General, took place on January the 14th, at the head office of the organization, in Berne (Switzerland).
The priority of the new Director General, elected at the XXIII Congress held in Bucharest (Romania), in 2004, is to turn UPU into an efficient, innovative, united and open organization, aiming at shaping it to a centre of excellence and a forum for debate on high-level postal industry matters. For this purpose, Dayan intends to implement, in the course of the next four-year mandate, the Bucharest World Postal Strategy, approved in the referred Congress.
