Draft Regulation on the Quality of Service - public consultation


The draft regulation on the quality of service is currently available for public consultation. It establishes the quality of service parameters for the services of access to the public telephone network at a fixed location and the publicly available telephone service at a fixed location, to be measured by the undertakings responsible for the provision thereof. This draft regulation determines also the contents, form and manner of publication of information on the quality of services provided.

The adoption of this statutory instrument arises from the Law of Electronic Communications  (Regicom), pursuant to which it is incumbent upon ANACOM to publish a regulation defining the quality parameters to be measured regarding publicly available services of electronic communications and on which information must be made available to end-users.

At a later stage, the analysis on which the project now under public consultation is based shall be continued, aiming at the integration in the same regulation of quality parameters for other electronic communications services, having been pondered the market needs, the development at harmonization level and the regulation objectives to be pursued by ANACOM.

This document is subject to the regulatory procedure provided for in article 11 of the statutes of ANACOM, as well as to the general consultation procedure of article 8 of Regicom, and for this purpose a 30-working day time limit has been established.

Therefore, the present public consultation shall take place up to 13 January 2005, and due comments may be submitted in writing to ANACOM, preferably by email, to the address regqserv@anacom.pt.
