Portugal has announced its candidature to the Council of the International Telecommunication Union (ITU) at elections which are to take place at the next Plenipotentiary Conference (PP10), being held in Guadalajara, Mexico, from 4 to 22 October 2010.
The main function of the ITU Council is to ensure that, in the period between two PPs, the policy and strategic activities of the ITU are conducted in line with those defined by the Conference. In addition, the Council is responsible for providing general management of ITU and for ensuring that it functions smoothly at an operational, financial and administrative level. The Council is made up of a maximum of 25 percent of Member States, elected by the Plenipotentiary Conference.
Currently, the council is composed of 46 members grouped according to five regions: Region A - Americas (8 seats); Region B - Western Europe (8 seats); Region C - Eastern Europe (5 seats); Region D - Africa (13 seats); and Region E - Asia and Australasia (12 seats).
Portugal's candidature will compete, in the context of Region B, with the Candidatures of Germany, Spain, France, Greece, Italy, Sweden,. Switzerland, Sweden and Turkey.
Portugal has sat on the Council since 1994 and was re-elected in 1998, 2002 and 2006. In 2002, Portugal took up the Council Presidency, and has also presided over the Oversight Group and the Management and Budget Working Group, both of the Council. Previously, Portugal had a seat on the Council between 1947 and 1952.
