Regulation - Portugal and Morocco strengthen cooperation


Portugal, represented by José Ferrari Careto, a member of ANACOM's Board of Directors, and Morocco, represented by El Mountassir Billah, Director General of the Moroccan regulator (ANRT), signed a Memorandum of Understanding (MoU) which aims to enhance bilateral cooperation in the area of telecommunications regulation, on 22 November 2010, at the ceremony in Rabat. This MoU is a continuation of the protocol that signed in 2007, at the IX Summit Luso-Moroccan.

The objectives of this MoU are to deepen the cooperative relations existing between the two regulators, since 2007, namely through the exchange of views and information on trends in the field of the telecommunications regulation, in areas such as, interconnection, separation, universal service, management of scarce resources (spectrum frequencies and numbering), introduction of new technologies and ensuring fair competition. Also contemplated, are the sharing of national experiences in regulating the telecommunications and the modernization and development of networks and telecommunication services, as well as other topics related to the activities of the parties.

To achieve the objectives of this MoU several joint ventures have been defined: establish a strategy for international participation and a comparative analysis of policies and regulation in the telecommunications sector, organize seminars and workshops on regulation of telecommunications in general and on other specific topics; implement training programmes for the benefit of personnel of each party; to carry out studies and providing assistance within the competence of each party, exchange of information and documents relating to issues of telecommunications regulation, except when they are considered confidential; exchange of experts and of delegations visits.
