Hungarian presidency of EU from 1 January 2011


Hungary will take over the presidency of the European Union (EU) on 1 January 2011 for a period of six months, succeeding Belgium in its functions. The Hungarian presidency will then carry over to Poland, who will preside over the second semester of 2011.

The Hungarian presidency of the EU Council wishes to build its political agenda around the human factor, focusing on four main topics: growth and employment for preserving the European social model; stronger Europe; citizen friendly Union; enlargement and neighborhood policy.

Hungary aims to continue the implementation of the European Digital Agenda, part of Europe Strategy 2020, and will organize for the first time a Digital Assembly in June 2011 to discuss the implementation of the action plan with all the interested stakeholders. In addition, the European Commission is expected to prepare the first digital scoreboard on the implementation of the European Digital Agenda, which will provide an overview about the results achieved during the first year and the main performance objectives.

The Hungarian Presidency will work to successfully conclude the talks on the modernization of the European Network and Information Security Agency (ENISA). Hungary will also organize a Ministerial conference in April 2011 on issues related to the critical information infrastructure protection.

Besides the strategy and security, the new President has a third priority area, the Spectrum Policy. He wishes to continue the talks on the first European Radio Spectrum Policy Programme and will attempt to achieve a political agreement. Hungary also plans to start the preparatory work on the 2012 World Radiocommunications Conference (WRC-12) in order to present common European interests.
