58th WG SE meeting - Cardiff


The 58th meeting of the ECC's Spectrum Engineering working group (WG SE) was held last 24-28 January in Cardiff, United Kingdom. About 60 participants attended, including observers from Alcatel-lucent, Bouygues Telecom, Cable Europe, the European Communications Office (ECO), Elettronica Industriale, Ericsson AB, ETSI, Geyser-Telecom Ltd, GIFAS, Globalstar, Meteo France, Mobile Satellite Users Association (MSUA), Orange, Telecom Italia, TeliaSonera AB and the UIC.

The following documents were approved after the consultation phase:

  • ECC Report 156 on "Conditions for Possible Co-existence Between HAPS Gateway Links and other Services/Systems in the 5850-7075 MHz Band";

  • ECC Report 157 on "The Impact of Radar Spurious Emissions on Other Radiocommunication Services/Systems", with a view to revising ERC Recommendation 74-01;

  • ECC Report 158 on "The Impact of 26 GHz SRR Applications Using ULTRA-WIDEBAND (UWB) Technology on Radio Services";

  • ECC Report 159 on "Technical and Operational Requirements for the Possible Operation of Cognitive Radio Systems in the 'White Spaces' of the Frequency Band 470-790 MHz";

  • ECC Recommendation (11)01 on "Guidelines for Block Allocation for Fixed Wireless Systems in the Bands 24.5-26.5GHz, 27.5-29.5GHz and 31.8-33.4GHz";

  • Draft revision ERC/REC 74-01 on "Unwanted Emissions in the Spurious Domain".

The following documents were also provisionally adopted and submitted to public consultation:

  • Draft ECC Report 162 on "Practical Mechanism to Improve the Compatibility between GSM-R and Public Mobile Networks and Guidance on Practical Co-ordination" - this report contains lists of mitigation techniques that can be used to resolve problems stemming from interference between GSM-R and mobile networks;

  • Draft ECC Report 163 on "Usage of the 7125-8500 MHz Band within the CEPT for the Elaboration of the Revision of the ECC REC (02)06 from Version 2002 to Version 2011" - this report will serve as the basis for revising ECC/REC(02)06;

  • Draft revision ECC/REC(02)06 on "Preferred Channel Arrangement for Digital Fixed Service Systems Operating in the Frequency Range 7125-8500 MHz";

  • Draft ECC Report 164 on "Compatibility between Wide Band Low Activity Mode (WLAM) Automotive Radars in the Frequency Range 24.25 GHz to 24.5 GHz, and Other Radiocommunication Systems/Services" - this report concludes that the use of radars with 450 MHz bandwidth may be allowed in specific cases, and with the following limits in the 23.6-24 GHz sub-band:

    • -71 dBm/MHz e.i.r.p.;

    • - 20 dB attenuation, for elevations from 30º.

  • Draft ECC Report 165 on "Compatibility Study Between MSS CGC in the Bands 1610-1626.5 MHz and 2483.5-2500 MHz and Other Systems in the Same Bands or in Adjacent Bands" - this report's conclusions show that the introduction of MSS CGC is not compatible with RDSS, RAS and SAP/SAB systems in the 1610-1626.5 MHz and 2483.5-2500 MHz bands or with RNSS and IMT systems operating in adjacent bands;

  • Draft ECC Report 166 on "Coexistence between Zenith-pointing Meteorological Radars at 24 GHz and 35 GHz and Systems in Other Radio Services".

The work on studies concerning coexistence between radars and mobile networks operating near the 2700 MHz band has begun. A working document has already been submitted, indicating characteristics of the technologies involved and probable analysis scenarios. Portugal also presented a contribution on steps taken regarding the eventual impact of UMTS on radars.

The next WG SE meeting is scheduled for this coming 2-6 May in Montegrotto, Italy.
