ANACOM - Autoridade Nacional das Comunicações has ordered Portugal Telecom to improve immediately the quality of information provided to the public on matters related to digital terrestrial television at the contact centre (800 200 838), at its website TDT - Televisão Digital Terrestrehttp://tdt.telecom.pt/ and at its stores.
This determination follows enforcement actions in which shortcomings in the information provided to the public by Portugal Telecom were detected, a situation deemed to be unacceptable given that the analogue switch-off at national level will begin to take place in seven months.
The regulator's target is to guarantee the provision of a more comprehensive, clear and accurate information, namely as regards the existence and conditions for subsidizing decoders and equipment appropriate for the reception of satellite digital television. Accordingly, the regulator ordered Portugal Telecom, the company that won the tender for the installation of the digital television network, to immediately alter the information made available on the various means of DTT promotion and provision of information, namely the contact centre (800 200 838), the website TDT - Televisão Digital Terrestrehttp://tdt.telecom.pt/ and PT stores, so that it is more comprehensive, clear and accurate.
As far as decoder subsidizing is concerned, the aim is for PT to inform which groups are entitled to a subsidy, as well as applicable values and procedures for obtaining it.
PT must also refer the existence of a contribution for purchasing equipment and for the necessary set up for reception of satellite digital television, indicating applicable values, users who are eligible for this aid and procedures for obtaining it.
PTC must alter immediately the current document requirements for applying for the subsidy, reflecting this change on the various means of DTT promotion and provision of information, so that:
- The applicant's income statement copy ceases to be required;
- The indication of the applicant's bank identification number ceases to be essential; and
- A gas bill or other electronic communications service bills are accepted as proof of the applicant's address, in alternative to the documents currently indicated in the web portal.
