2nd meeting of NATO C3B CaP3 group - October 2011


Brussels hosted last 12 October the second meeting of the Civil/Military Spectrum Panel (NATO C3B 1 CaP3 2). The gathering was co-chaired by Rick Barfoot (NATO C3S 3) and Stephen Jones (OFCOM 4). Portugal was represented by the Armed Forces General Staff and ANACOM.

The following were presented during the second CaP 3 meeting:

  • Decisions and directions indicated by C3B (group to which CaP 3 reports), related to CaP 3;
  • Actions undertaken at the CaP 3 military session meeting, particularly those that should involve both the civilian and military communities.

Another topic given special emphasis during the meeting was the upcoming World Radiocommunication Conference (WRC-12). In a civilian/military session CaP 3 was informed about the following:

  • The status of the document completed and previously agreed to within CaP3, containing the NATO military position regarding WRC-12. In sum, the document is currently in the final phase of approval at NAC 5 level;
  • WRC-12 accompaniment by NATO nations via weekly co-ordination meetings (one or two to be announced – day and hour – on the electronic panels at the Geneva International Conference Centre where WRC-12 will be held);
  • The importance of identifying rapporteurs for each WRC-12 agenda item within CaP 3, in order to summarise WRC-12 developments at the co-ordination meetings.

The following topics were also presented (on a more informative basis):

  • Preparation of the 2012 London Olympic Games;
  • Latest CEPT developments regarding the PPDR;
  • Harmful SATCOM interference in 5 GHz;
  • Compatibility study reflecting the impact of LTE/WiMAX on radars in 2700-2900 MHz;
  • Future spectrum management developments, particularly in the practical case of spectrum used by the military community in the United Kingdom.

Lastly, the following were also reviewed: (i) the CaP 3 working programme, (ii) the constituted teams (CaTs) and (iii) the action items to be developed by CaP 3.

The next meeting of the CaP 3 group was scheduled for May 2012.
