Pursuant to article 21 of the Statutes of ICP - Autoridade Nacional de Comunicações (ICP-ANACOM), as approved in annex to Decree-Law no. 309/2001 of 7 December, the management board comprises a Chairman and two or four members. Where four such members are appointed, one member shall be appointed Vice-chairman.

The members of the management board are appointed by Resolution of the Council of Ministers, upon proposal by the member of Government responsible for communications, for a non-renewable period of five years; Appointees to the board are subject to a specific regime of incompatibilities.

The management board currently comprises a chairman, a vice-chairman and three members.

The members of the management board of ICP-ANACOM were appointed by Resolutions of the Council of Ministers no. 59/2006, published in Diário da República (Official Gazette), 2nd series, of 21 June 2006 and no. 23/2009, published in Diário da República (Official Gazette), 2nd series, of 25 November 2009.

While the mandate of the members of the management board appointed by Resolution of the Council of Ministers no. 59/2006 of 21 June - José Manuel Amado da Silva, Alberto Souto de Miranda, José Manuel Ferrari Careto and Eduardo Miguel Vicente de Almeida Cardadeiro - came to an end in June 2011, the members concerned remained in office until their effective replacement, as set out in paragraph 6 of article 21 of the Statutes of ICP-ANACOM.

Meanwhile, with effect from 30 March 2012, and upon his own request, José Manuel Ferrari Careto ceased functions as a member of the management board, as declared by order of the Minister of Economy and Employment.

In light the mission and assignments of ICP-ANACOM, specifically as regards ensuring regulation and supervision of the communications sector and, also, in providing the Government with assistance in the definition of strategic guidelines and general policies for communications and governing the activity of communications operators, it is therefore urgent to proceed with the appointment of new members to the vacant posts of the management board.

In this context, and pursuant to the provisions of articles 20 and 21 of the Statutes of ICP-ANACOM, the members of the management board of ICP-ANACOM are to be nominated from among people of recognised capacity, independence and technical and professional competence, whereby they have the qualities and attributes which enable them to undertake the exercise of the assignments of authority and respond effectively to the dynamics and complexity that characterize the sector's regulation.

Accordingly:

Pursuant to article 21 of the Statutes of ICP - Autoridade Nacional de Comunicações, as approved by Decree-Law no 309/2001 of 7 December, and pursuant to point g) of Article 199 of the Constitution, the Council of Ministers resolves:

1 - To appoint, upon proposal of the Minister of Economy and Employment, the following members of the Management Board of ICP - Autoridade Nacional de Comunicações (the curricula of the appointees are outlined in annex to the present resolution, which annex forms an integral part hereof):

Chairman - Maria de Fátima Henriques da Silva Barros Bertoldi.

Vice-chairman - José Manuel de Almeida Esteves Perdigoto.

Members:

João Manuel Lourenço Confraria Jorge e Silva.

Helder Vasconcelos.
