Tenders for the selection of provider(s) of universal service - additional information


Under Administrative Rule no. 318/2012 of 12 October, approval was given to the component documents of the procedures for the selection of the provider or providers of the universal electronic communications service. Following publication of this Administrative Rule and in accordance with the position stated by this authority in the report on the public consultation on the designation process in question, information is made available on this date, as indicated by the Ministry of Economy and Employment, that is deemed relevant to ensure that potential tenderers are in possession of the elements considered necessary for their participation in these procedures.

ICP-ANACOM makes clear that the information as is now disclosed was defined to provide an appropriate balance between protecting the rights of the current universal service provider (particularly in terms of business confidentiality) and ensuring that all potential applicants are given equal treatment, insofar as they have the information required to take a decision to enter the tenders and to present proposals.

The published information was provided in full by the current universal service provider - PT Comunicações, S. A. - whereas it is noted that, with respect to net cost items, including data on profitable and unprofitable accesses, provided under paragraph 3 of ANACOM's decision of 9 June 2011, the elements in question remain subject to auditing by an independent entity before this Authority is able to issue a position on their values.

The information now published is organised according to the following provisions of the universal service:

  • Connection to a public communications network at a fixed location and publicly available telephone services.
  • Offer of public pay-telephones.
     
  • Provision of a comprehensive directory and of a comprehensive telephone directory enquiry service.
