The Italian city of Pisa hosted last 12-14 December the 24th meeting of project team (PT) 44 on Satellite Communications of the Frequency Management working group (WG FM), chaired by Mr Azzarrelli of the United Kingdom’s administration and attended by 27 participants from 12 administrations and various representatives from industry, the European Communications Office (ECO) and the European Space Agency (ESA).
The meeting focused on a number of issues, among them analysis of the public consultations on:
- The revision of Decision ECC/DEC/(05)01 on use of the 27.5-29.5 GHz frequency band by fixed service and by non-co-ordinated stations pertaining to fixed satellite service (earth-space);
- The revision of Decision ECC/DEC(05)08 on availability of frequency bands for high density applications in fixed satellite service (HDFSS);
- The draft new Decision ECC/DEC/(13)AA concerning earth stations on mobile platforms (ESOMP);
- The draft new ECC Report 184 concerning earth stations on mobile platforms (ESOMP);
- The draft new ECC Report 183 on the regulatory framework governing outdoor pseudo-satellite installations of the Global Navigation Satellite System (GNSS).
The project team analysed and discussed contributions received in the scope of the aforementioned public consultations and updated several documents based on results of the discussions.
Note also approval of the following:
- The revision of Decisions ECC/DEC(05)01 and ECC/DEC/(05)08, as well as new Decision ECC/DEC/(13)AA; these three documents were submitted to WG FM for approval and later forwarding to the ECC for adoption at its upcoming meeting this March;
- The new ECC Report 184, which will be submitted to WG FM for approval and publication.
Lastly, it is noteworthy that despite this project team’s efforts, it was not possible to approve the new ECC Report 183 on the regulatory framework for outdoor GNSS pseudolites due to the large number of comments received during the public consultation. A meeting will consequently be held in January with the aim of completing the document so it can be submitted to WG FM for approval at the next meeting this February.
This group will next meet in either Mainz or Rome, in March or April 2013, depending on the respective administrations’ availability.
