New barring rules for value-added and audiotext services


Law no. 42/2013 has been published in Portugal's Diário da República (Official Journal) of 3 July, enacting the eighth amendment to Law no. 5/2004 of 10 February (Electronic Communications Law). These amendments make changes to the rules governing the selective barring of communications in respect of the provision of message-based valued added services, including SMS (short message service) and MMS (multimedia messaging service) and the audiotext service.

Before this law enters into force, on 17 August 2013, providers of value-added support services are required to give written notice to all their subscribers, informing them about the changes which will be made to the rules governing access to added value services. Providers will also need to inform users that, where desired, they will have to request the barring of services to which access will be provided by default.
