Contact Network, working groups and plenary session meeting - Cartagena


The Colombian city of Cartagena hosted last 29-31 October meetings of the working groups (WGs) and Contact Network of the Latin American Forum of Telecommunication Regulatory Authorities (Regulatel), who prepared for its plenary meeting on 1 November.

The plenary session approved the working plan for 2014 and working terms for the Regulatel WGs, as well as the WGs that will be developed in common with BEREC (Users, Net Neutrality, Roaming) following confirmation of the cooperation memorandum with this body. However, the plenary session’s high point was approval of the new bylaws establishing a new Regulatel internal structure whereby the sector regulators from Spain, Italy and Portugal will become full members of the Forum. The possibility of other sector players becoming observer members is also envisaged.

The members of the Executive Committee were confirmed. This is a new structure deriving from the new statutes, which will include for one year the representatives from Argentina, Costa Rica, Puerto Rico, Spain, Brazil, Colombia and Panama. The national regulatory authorities (NRAs) responsible for the Regulatel presidencies in 2014 and 2015 were also named (Argentina and Puerto Rico, respectively).

The next Regulatel meetings will involve the WGs, planned for March or April 2014.
