Operator portability - Reference Authority selected after tender

In the restricted tender issued to select the Reference Authority for number portability between operators, the highest classification was given to the bid presented by CASE S.A. and PORT IT S.A. The tender was therefore awarded to this bid, and approved in the context of the protocol signed between the Instituto das Comunicações de Portugal (ICP), Apritel - Association of Private Telecommunications Operators and the operators. The Reference Authority will be independent of the protocol's signatories and will manage the database of transferred telephone numbers.

The protocol aims to formalise the relationship between ICP and operators in the development of the measures required for the introduction of number portability. The protocol was signed by ICP, Apritel and the service providers Brisatel, Cabovisão, Concert, Global One, HLC, Jazztel, Maxitelsat, Madem, Novis, Onitelecom, Oni Solutions, Optimus, PT Comunicações, PT Prime, Telecel and Teleweb.

Operator portability is the function enabling users to maintain their fixed or ISDN telephone network number when changing operator. This function will be introduced for fixed communications by June 30, 2001 at the latest. In mobile communications, operator portability will be introduced simultaneously with the launch of UMTS, scheduled for January 1, 2002.
