Operator portability on 30 June

A protocol was signed between the Instituto das Comunicações de Portugal (ICP), Apritel - Association of Private Telecommunications Operators and telecommunications services providers in order to formalise the relationship between these entities and ICP in the development of measures needed for the introduction of operator portability.

This protocol establishes the form of relationship between the various parties involved in this process, validating the option by assigning the management of the database of transferred telephone numbers to a Reference Authority, that is independent of the operators. The protocol also establishes the creation of a steering committee, constituted by representatives of the signatories to the protocol. This steering committee will act as an intermediary between the Reference Authority, the National Regulatory Authority and the operators.

The protocol was signed between ICP - Instituto das Comunicações de Portugal, and the service providers - BRISATEL Telecomunicações, S.A., CABOVISÃO - Televisão por Cabo, S.A., CONCERT Portugal - Telecomunicações Unipessoal, LDA., GLOBAL ONE - Comunicações, S.A., HLC - Telecomunicações e Multimédia, S.A., JAZZTEL PORTUGAL - Serviços de Telecomunicações, S.A., MAXITELSAT - Redes e Comunicações Via Satélite, S.A., MADEM - Comunicações da Madeira, S.A., NOVIS Telecom, S.A., ONITELECOM - Infocomunicações, S.A., ONI SOLUTIONS - Infocomunicações, S.A., OPTIMUS - Telecomunicações, S.A., PT Comunicações, S.A., PT PRIME - Soluções Empresariais de Telecomunicações e Sistemas, S.A., TELECEL - Comunicações Pessoais, S.A., and TELEWEB - Comunicações Interactivas, S.A. .

In regards to the selection of the Reference Authority, the deadline for the submission of bids for management of the said Reference Authority, in the ambit of the restricted tender organised by ICP on December 14, 2000, closes on January 23 at 4.00 pm.

Operator portability is the function enabling users to maintain their fixed or ISDN telephone network number when changing operator. This function will be introduced for fixed communications by June 30, 2001 at the latest. In mobile communications, operator portability will be introduced simultaneously with the launch of UMTS, scheduled for January 1, 2002.
